A city that started with a sewage fight

Stanton’s history is tied to sewage. In 1911 the City of Anaheim proposed a sewage farm on county land here, in the area then called Benedict. Ranchers objected, and that May the 16 square miles meant for the farm were incorporated as Stanton. The city disincorporated in 1924 and incorporated again in 1956, as tract housing was arriving. By 1960 the population had grown from about 1,300 to more than 12,000.

What Stanton’s housing means for its drains

Stanton’s housing mix is unusual. SCAG’s housing data shows the 1950s as the biggest building decade, at 24 percent, with about 71 percent of homes built before 1980. Only about 28 percent of units are single-family detached houses, against about 54 percent across the SCAG region; 32 percent are in buildings of five or more units, and 12.6 percent, some 1,438 homes, are mobile homes. That changes how clogs behave:

Tract houses from the 1950s and 1960s usually have clay laterals that roots have been working on for decades.
Apartment buildings send several units into one line, so one kitchen’s grease can back up everyone downstream.
Mobile home parks usually have privately owned sewer lines run by the park, so the manager is the first call when more than one space backs up at once.

Who owns which pipe

Stanton’s Public Works Department maintains more than 50 miles of sewer mains in the streets. Under Municipal Code Section 13.04.030, the building lateral that runs from your home to that main is the owner’s to maintain. The City also runs a fats, oils and grease program: food service businesses may need a FOG discharge permit and are expected to pump their grease interceptors regularly and keep records. Once wastewater leaves the city system, OC San treats it.

The visit

We find the clean-out, whether it is by the front walk, behind an apartment building or at a restaurant’s back door, and run a camera through the line. If the pipe is sound, we jet from there toward the main and camera it again. For restaurants, clearing the line is only half the job; the interceptor has to be pumped on schedule too, or the line clogs again. If we find broken pipe, we will quote a sewer repair rather than jet it.

Jetting or snaking?
