Andy is our go-to plumber. He always does an excellent job and his prices are very good. Today I gave him too much money and he counted it and handed back the overpayment. I highly recommend him.Posted on Google![]()

These folks handled our trenchless sewer line replacement flawlessly. No messy digging-just advanced technology that even preserved our landscaping. Plus, they’re LA city bonded sewer contractors, so we knew we were in capable hands. I highly recommend calling All Service Plumbing for all your sewer repair needs.Posted on Google![]()

Hello everyone! I'm here to let you know that if you're in need of a plumber then I recommend Rooter flusher and drains 👍 My kitchen sink got clogged Saturday night due to buildup. Unfortunately Sunday morning the sinks were still filled up with nasty water and the smell of sewer started to come up 😭 I was worried that we weren't going to find a plumber during the weekend but my husband found this company and was able to make an appointment in the afternoon with Iggy Perez. Thank God and Iggy that he was able to fix it 🙏 He did an amazing job and was super fast 👍😁 I recommend Rooter flusher plumbing & drains to everyone 👍Posted on Google![]()

Joshua and Carlos were great!! They cleared our drain quickly and took the time to talk about what would need to be done to put in a new clean out. We faced a sudden leak under our kitchen sink and needed a plumber urgently. We decided to go with All Service Plumbing. Brandon arrived precisely on schedule, swiftly identified the issue, and provided an estimate not only for the leaking sink but also for a few other minor plumbing tasks we had been postponing. The very next day, Brandon returned, once again punctual. He efficiently and professionally addressed all our plumbing concerns. Our sink and the other issues have all been resolved. We now have the assurance of a trustworthy plumber who offers fair pricing and delivers exceptional service.
Plumbing for Koreatown and Central Los Angeles
Our Los Angeles location is at 808 S Hobart Blvd, inside the Koreatown boundaries the City set: Vermont Avenue to the east, Western Avenue to the west, Third Street to the north and Olympic Boulevard to the south. From here our plumbers work Koreatown and the neighborhoods that ring it, including Mid-Wilshire, Windsor Square, Harvard Heights, Arlington Heights, Pico-Union, Westlake and East Hollywood.
Koreatown is crowded by any measure. The 2000 census found 115,070 residents in 2.7 square miles, the densest community in Los Angeles County, and 93 percent of homes were rented. That means plenty of apartment, condo and mixed-use buildings, where one drain stack or water riser often serves many units. A slow kitchen line on the fourth floor can be a building problem, not one tenant’s. The neighborhood has deep roots, too: the Wiltern at Wilshire and Western was completed in 1931. Buildings from the 1920s through the 1960s were commonly plumbed with galvanized steel water lines and cast-iron drains, and unless they have been repiped, rust and scale narrow those pipes over time.
LADWP supplies the water. In 2025 roughly 44 percent arrived through the Los Angeles Aqueduct and 52 percent was purchased from the Metropolitan Water District, with groundwater and recycled water covering the rest. Hardness depends on the source: LADWP’s 2025 quality tables average 103 mg/L at the Los Angeles Aqueduct Filtration Plant and 234 to 236 mg/L for MWD water from the Weymouth and Diemer plants, and harder water leaves more scale in heaters and faucet cartridges. LADWP’s service line inventory found no lead service lines. Underground, the City runs more than 6,700 miles of sewers and 46 pump stations. Its largest system, Hyperion, has 6,117 miles of gravity sewer and is treated at the Hyperion Water Reclamation Plant in Playa del Rey.

Sewer Laterals in Los Angeles Belong to the Owner
This is the rule that catches many owners off guard. The City does not maintain private sewer laterals. Under long-standing City policy, the Bureau of Engineering holds the property owner responsible for the house connection from the property line all the way to the mainline sewer, and that includes a lateral choked by tree roots, whether the roots grow on the lot or under the parkway. The City’s sewer plan counts about 700,000 private laterals, an estimated 11,000 miles of pipe.
Here is how that shapes a visit from us:
- A camera goes in at the clean-out first, so you see where the blockage or break sits before anyone talks about repairs.
- Clogs are cleared with a cable or by hydro jetting, chosen by what the footage shows about the pipe.
- Repairs on private property need an LADBS permit. Digging in the public right-of-way needs a Public Works sewer permit, which only approved Bonded Sewer Contractors can obtain; our LA bonded sewer page explains the process.
- Under a ground-floor restaurant, grease is the usual suspect. The City’s FOG ordinance took effect on August 5, 2001, and grease-related sewer overflows have since fallen by more than 90 percent.
Water heaters, gas valves and fixture rules
Swapping a gas water heater in a single-family home needs an LADBS plumbing permit, unless an LADBS Certified Licensed Contractor does an equivalent replacement. LADBS wants the tank strapped in two places, one in the upper third and one in the lower third, with the lower strap at least 4 inches above the controls, and it does not accept perforated plumber’s tape on heaters over 40 gallons. If an alteration to a single or two family dwelling carries a permit valuation of $10,000 or more, a seismic gas shut-off valve or excess flow valve is required, and alterations valued over $1,000 bring showerheads to 2.0 gallons per minute and toilets to 1.28 gallons per flush.
- Water service, meters and bills: LADWP.
- A sewer main or maintenance hole overflowing in the street: the City’s Department of Public Works.
- Permits: LADBS on private property, Public Works in the street.
- Everything from the fixtures to the lateral: our Los Angeles office at (323) 844-0199, day or night.
